On 1st February 1977 the Senate of the Free Hanseatic City of Hamburg granted the Spielbank Hamburg Jahr + Achterfeld KG the licence to operate a public casino. This was opened on 20th January 1978 on the 9th floor of the Hotel InterContinental on the Outer Alster, its range of games at that time included roulette, blackjack and baccarat on a total of 15 gaming tables. On 18th December 2002 the Hamburg Senate once again issued a licence document permitting the company to operate a public casino in Hamburg with effect from 1st January 2003. The licence is limited until 31st December 2017.
It includes the public service of channelling the gaming operation in Hamburg and offering a legal platform. Converting the regulatory mandatory standards into legal reality is only possible if based on the economic possibilities. The Casino Hamburg refers here to the taxes levied on the gross gaming profits (stakes minus wins paid out, BSE): that are regulated by the licence. The authority can change this in the event no adequate profit remains for the casino operator. By this means approximately € 1.4 billion, including the supplementary tax on tips (Tronc), has flowed into the budget of the City of Hamburg since 1978.
